Topic Proposal - Internet Censorship and Surveillance

The Internet is a device that allows for fast communication and fast access to a great deal of information. In recent years, however, governments have begun to increase surveillance and censorship of information on the Internet. While some well-intentioned nominal censorship is responsible, censoring for political or cultural reasons is a threat to individual freedoms. Is censorship constitutional in a democratic nation that espouses freedom of speech? Is censorship a personal responsibility or government duty? Many citizens feel that it takes away the right to express themselves. Censorship is a broad term, and what it should include is debatable.
